The apparent penny-pinching over the Bordesley chords is typical, I’m afraid.
It smells very strongly of both the DfT & Treasury being unable to distinguish actual investment for the future with capital expenditure.
Railways = subsidy, roads = investment ( See also Lower Thames Crossing ) is their mantra.
